THE 1998 FOUNDING ASSEMBLY OF THE NETWORK IN LUXEMBOURG

At the Meeting in Luxembourg which took place September 25-27, 1998, in the City of Luxembourg, hosted by the LGwG (Alfred Groff , Gérard Louis, Paul Prussen, Luxembourg), the following persons (associations) took part:

The following issues were discussed:

  • Adopt the regulations (especially the training standards) of the EAP (European Association for Psychotherapy) and the EAC (European Association for Counselling)?
    The decision was to leave this question open to the members (associations) of the Network and, according to person-centred principles, to provide room within the Network for all associations and institutions whether they meet the EAP's and/or EAC's regulations or not — as long as they go along with the person-centred principles and the goals of the Network, have defined ethical standards and have a commitment to psychotherapy and/or counselling training according to state of the art person-centred training standards (see part III. of the
    Statutes).

  • Formulate own training standards for Network members?
    Stan van Asbroeck presented an interim overview about the formal training requirements in ten different institutions
    The decision was not to formulate person–centered standards but to trust in the process of mutual facilitation and challenge through working together in the Network.

  • Found the Network?
    After some small alterations in the formulation of the proposed statutes it was decided unanimously to found the Network.

  • Become a member of the EAP (European Association for Psychotherapy)?
    The decision was to apply for membership (at the lowest possible membership fee) and to leave it open to the near future whether or not to apply for the status of becoming a "Europe-wide Awarding Organisation" within the EAP for the European Certificate for Psychotherapy (ECP). — From January 1, 1999 the NEAPCCP is member of the EAP.

  • A Board of 6 persons as a team was elected (Raimund Dörr, Joăo Hipólito, Peter F. Schmid, Paulus Wacker, Anne Wunderle, Pavlos Zarogiannis). It will register the Network in Zurich, collect addresses, invite into membership, handle the finances, work out bylaws, apply for membership in the EAP, invite to the Delegate's Meeting in 1999, work together with the WAPCCP etc.

    DEFINITE AGENDA of the 3rd General Assembly, November 24-26, 2000

    There are four new Members (see the list of Members).

    about the latest developments in the participating countries and associations.

    7.-  The conflict between NVP and EAP (on the application of VCgP)
    A letter will be sent to the EAP.

    8. - Developments in connection with the World Association including the possible change of the name of the Network
    The Principles (Statutes I. and introduction paragraph in italics) were adopted from the new formulation of the WAPCEPC in order to be in line with the World Association. The name was changed accordingly into "Network of the European Associations for Person-Centred and Experiential Psychotherapy and Counselling (NEAPCEPC)".

    9. - Training standards and philosophies of training in Europe
    Standards and philosophies of psychotherapy and counselling training in the different organisations and countries were exchanged. There was consensus on the necessity of training in self developmental processes, theory and supervised practice. Basic information was exchanged in written form and will be summarized for a synopsis.

    10.- Visions of the future: How do we see the actual context and what are our oncoming tasks?
    The Delegates discussed different ideas about the future work of the Network. What do we need most? How can we support the Person-Centred Approach? How can we support each other? The 3rd WCP (World Conference on Psychotherapy) in Vienna in the year 2002, which also is the year to celebrate the 100th anniversary of Carl Rogers) is regarded as a focus for presenting the approach. There will be a day or half a day during the WCP for this.

    11. - European Conferences
    The Delegates discussed the need and expressed there wish to regularly exchange ideas on theory and practice. For the focus of the oncoming period see item 10.

    12. - 3rd World Congress on Psychotherapy (14-18 July 2002)

    2.     Minutes of the 3rd GA in Salgotarjan, November 2000
    The Minutes were accepted unanimously.

    3.  Report by the Board
    Peter F. Schmid reported on the construction of the website and asked for the translation into the languages of the Members. Roelf Takens (Dutch), Patrick Kauffmann (French), Polly Ioussifides (Greek) and Magda Draskoczy (Hungarian) promised to organize the translations.

    4. Report by the Members
    Developments, problems, progresses reported etc. can be read in detail in the minutes.

    5. Financial Report 2000 and 2001
    The financial report for 2000 was approved unanimously by the Auditors and the GA. (Balance 31. 12. 2000: 1493,58 EUR). The balance as of 24. 10. 2001 is 5949.54 EUR (open invoices).

    6. & 15.  Budget for 2002
    The budget for 2002 was approved unanimously by  the GA. The expected balance as of 31. 12. 2002 is 2834.54 EUR.

    7.  New applications for membership of the NEAPCEPC
    The following 3 associations became new members accepted by the Board in its meeting in November 10, 2001

    8.  Developments within the EAP and the European Certification
    Paulus Wacker reported on the developments in the European Association for Psychotherapy: 
    revised Statutes including the applications of the Strasbourg Declaration 1990 and the integration of the European Certificate for Psychotherapy (ECP) (see the EAP's homepage:
    www.europsyche.org)
    the booklet of the EAP with a short description of all the methods (for Person-Centred Psychotherapy an article was written by Peter F. Schmid: you can read it here)
    • the Patients' Charter for Persons in Psychotherapy (from the Fédération Française de Psychothérapie, FFP, Paris: www.psychotherapie.asso.fr)
    • the Memorandum on Terrorism of the EAP and the setting up of a committee against terrorism etc.
    • the AGM and the 10th Congress of the EAP and the Russian umbrella association (PPL) in Russia
    • the EAP Congress in Frankfurt on October 2001

    9.  NEAPCEPC’s membership of the EAC
    Paulus Wacker reported: The NEAPCEPC finally became an Affiliated Member of the European Association for Counselling (EAC). The affiliated membership was chosen because a full membership would have been too costly.

    10. Co-operation with the World Association
    The importance and concept of the new Journal of the WAPCEPC (click here for information) were presented and the Members were invited to support the efforts for membership which is the financial basis for the journal.
    • The next World Conference (6th PCE-Conference) will take place in Noorwijkerhout, The Netherlands, July 6-11, 2003 (click here for information)
    • The address of the new website of WAPCEPC with comprehensive information and hundreds of links to PC information in the web all over the world is: www.pce-world.org.

    11. Training standards in Europe
    There was a discussion on two levels: 
    Firstly there was agreement that the statement in the Statutes (IV.2) should not be altered: "As far as psychotherapy /counselling, according to the EAP (European Association for Psychotherapy) / EAC (European Association for Counselling) regulations, is concerned, members acknowledge the standards of the EAP / EAC and, if not yet met, aim towards fulfilling them within a given period of time." It was consensus on not imposing common standards on the Members.
    Secondly there was a discussion on collecting the 'philosophical' principles of person-centered training. A draft was made formulating "Principles for person-centred and experiential training and further training in psychotherapy and counselling". It was slightly altered and unanimously accepted by the GA (1 abstention for formal reasons.)

    12. Acknowledgement of (parts of) training by other countries
    The 1990 declaration of GwG, ÖGwG, APG, UGwG, ACCT, VRT and SGGT should be replaced (on request of the SGGT). A new agreement should be made by those Members of the Network who want to in order to facilitate the process of acknowledgment of the entire training or individual components of the training for individuals changing their residence.
    The following text was accepted as a proposal to the Members:

    "The representatives of the associationsinstitutions in the Network come to the following agreement:
    In case of a change of residence completed trainings or individual components of trainings in Person-Centred Psychotherapy will be recognised reciprocally if
    - the conditions for participation of the training as recognised by the association of the new country of residence and
    - the entire training or individual components of trainings are compatible with the training curriculum of the association in the new country."

    13. Research collaboration in Europe
    Information is being collected from the Members about research (not only quantitative and empirical research but also qualitative research) and should be sent to Roelf J. Takens.

    14. Promoting person-centred and experiential therapy and counselling in Europe

    In addition there was the suggestion (Anne Wunderle) of a working group on how to respond to things that are going on in the world from a person-centred perspective.

    16. Celebration of Rogers' 100th birthday in the year 2002
    Elisabeth Zinschitz informs about the preparational work for the subsymposium of the 3rd World Conference for Psychotherapy (3rd WCP). There will be five keynote speakers in the mornings: Howard Kirschenbaum, Maureen O'Hara, Dave Mearns, Wolfgang Keil, Peter F. Schmid. (More information is available here). In the afternoon there will be presentations. In a pre-symposium workshop the approach will be presented.
    The 'Carl Rogers Symposium 2002 - His Life, Our Work, A Global Vision' will take place in La Jolla, California, July 24-28, 2002 (click here for more information on diverse activities re the anniversary).

    19. Common German and French name for the approach (SGGT/SPCP)
    Anne Wunderle reports that the SGGT wants to change its name and wants to know where the international development is going to. In a separate meeting of representatives of different German speaking associations during the GA she found out that, although "Gesprächspsychotherapie" and "klientenzentriert" are still used the trend goes towards "personzentriert". Thus she will propose to her association to change the name in this way.

    18. The next (5th) General Assembly will take place in Vienna, Friday to Sunday, July 12-14, 2002
    It was decided that the 6th GA in the year 2003 will take place in Holland. VVCgp will host. It will take place after the PCE Conference in Noordwijkerhout, Friday to Sunday, July 11- 13.

    Cooperation with the World Association (WAPCEPC)

    Two major issues:
    The PCE Conference 2003 will be in Egmond aan Zee, the theme is 'Process Differentiation and Person-Centeredness', keynote speakers will be Leslie Greenberg, Dave Mearns, Rainer Sachse, Peter F. Schmid, Hans Swildens. Members of the World Association get a discount of 50 EUR. More information.

          The new Journal PCEP (Person-Centered and Experiential Psychotherapies) will start in November 2002 with a special double inaugural issue. More information.

     

    Acknowledgement of (parts of) training programs by other countries

    (1991 Männedorf declaration)

     

    A working agreement was made that the declaration on mutual recognition of trainings as spelled out last year (see above) will have the following preamble: 'The Members of the Network agree that the following applies to members providing and/or recognising training programmes.'

     

    Information about the different laws or non laws for Psychotherapy in European countries

    There are already laws in Austria, Germany, Hungary, Italy, The Netherlands. All other countries prepare laws. Helpful information can be obtained from the associations of the countries mentioned.

     

    Discussion about possibilities to further promote person-centred and experiential therapy and counselling in Europe, the future of the Network and research collaboration in Europe

    A list of ongoing research projects in Europe was distributed at the meeting.

     

    3 projects arose out of the discussion re the future of the Network:

    a project on xenophobia and related issues in Europe in the tradition of Rogerian cross-cultural communication with in-depth studies, a study conference and maybe to make it the topic of the year of European associations in two years from now as we see ourselves as experts on the field of facilitating understanding (media, p.r., politics, publication, local journals, PCEP)

     

    The Network of the European Associations (NEAPCEPC) would like to work on the topic of the strength and the importance and political relevance of the person-to-person relationship. The Members of the Network invite individual members and organisations to join forces to gather knowledge and questions and find out if there is interest to make a project with possible societal and ecological repercussions such as a statement / conference on the valuing of the individual person and the necessity of mutual interconnectedness. It wants to study and look at the possibilities to work with the dangers of xenophoba, the power of fear for the unknown, for the unfamiliar and the like. A first coming together is scheduled at the World Conference in the Netherlands 2003. Meanwhile the person to contact about the topic is the secretary of the Board (secretary@pce-europe.org).

     

      find out how the member associations could support each other (e.g. help with supervision in countries where the associations are in a state of initial development)

     We propose to discuss the following topic as formulated in Vienna 2002:
    "The NEAPCEPC would like to work on the topic of the strength and the importance and political relevance of the person-to-person relationship.     In connection with this issue the refugee project as proposed by Polly Iossifides (Greece) can be discussed as well. Moreover the Congress Committee of PCE 2003 intends to organize a round table discussion group on this same theme at the conference in the week before.

    Note: At this second plenary session there may be some points left to be discussed/decided from the first plenary session on July 11th.

    Several initiatives and developments by the members were reported.


      3 new members were accepted as Members of the Network:

    - ACP Formations dans l'esprit de Carl Rogers, Paris, France
    - AFTCP (Association Franco-suisse de Thérapie Centrée sur la Personne), Lausanne, Switzerland
    - Centre EM'PEHEL, Martinique, France

    There are 26 members out of 11 countries now.

     

      The financial statement 2002 was approved by the auditors.

    The budgets for 2003 and 2004 were presented and unanimously accepted.

     

      The reports of the Delegate to the EAP and EAC (recognition process for European wide training standards corresponding ECP regulations in the European Parliament; WCP accepted as NGO at UNO) were discussed.

    NEAPCEPC now is a full member of EAC.

     

      The advantages of membership in the NEAPCEPC were discussed and proposals for further facilitation put forward -
    among others: international exchange of information, ideas, developments, tasks and problems, exchange about research, training and practice; European-wide accreditation (e.g. EWAO) which also helps the national organizations to be accredited; the possibility for members to get the European Certificate (ECP); mutual support; promotion of PCE; support concerning (training) standards; help to establish a European person-centered and experiential community; political tasks; help in concrete affairs; information about PCE contacts in the European countries.

    Possible further enterprises: mention of membership on websites, letterheads, certificates etc.; list of therapists belonging to the member organizations on the website, also enumerating the languages; annual symposium combined with the GA with a keynote lecture and free participation of the members of the member associations; seminar on methodological research; evaluation of conferences; organization of a European event or meeting; exchange of workshops/language (resources); publication of training curricula; reaching out for countries where there is no association yet.

    As a consequence the following projects will be organized:

     

      Concrete projects:

     

    1. From 2004 on we will have an Annual Symposium of the European Network

    These half-day symposia will be free of charge for the people attending; the hosting association will propose the program including a keynote speaker to the Board which needs to agree. If there were costs they also need to be negotiated with the Board.

     

    The first symposium will be on Saturday, July 3, 2004 during the 7th General Assembly of the NEAPCEPC (July 2-4, Dijon, France): this 1st Annual Symposium of the European Network will be on the topic of the strength and the importance and political relevance of the person-to-person relationship (see above)

     

    2. New information to go on the website as soon as a available:

    • Links to lists of therapists and counsellors of the member associations

    • Training standards

    • Projects

    • Codes of Ethics

    • Languages of therapists and counsellors

    • Workshops of international interest

     

    3. Direct information to the single members of the member associations in form of a letter from NEAPCEPC. The first issue will inform about what they get from the Network. It will be translated and sent out in English and the respective local language. All languages will be available.

     

    4. The delegates declare the intention that the membership associations include the mention of their membership in the Network in their formal letterheads, websites, certificates and the like and that a formal vote will be taken on the issue next year. Each member association is invited to include these informations as soon as they want. (Unanimously accepted.)

    1.      Opening and welcoming of the participants

    Roelf-Jan Takens, the president of the board, opened the meeting, greeted the delegates and reported then names of those who could not attend the GA. The participants shortly introduced themselves.

     2.      Minutes of our last GA in Egmond, July 2003

     The Minutes were approved.

     3.      Agenda of the present meeting

     The Agenda was approved without changing its items, but restructured because some participants had to leave the meeting earlier.

     4.      Report by the Board

     ·        Monique Pindard-Langlat has presented the missing ethical principles, therefore EM’PEHEL is now member in NEAPCEPC

    ·        Psychoconsulta, a person-centred training institute in Slovakia applied for membership. It has been approved by the Board.

    ·        ACP France wanted to join, even paid the membership fee, but has not yet presented the necessary documents, therefore we could not decide on the application. Denis Tourrenc will send the application before the next GA.

     Two associations reported that they want to leave the network:
    + PCA Austria (PCA quits its membership, because all members of PCA are also members of either ÖGwG or APG/IPS - therefore it makes no sense to continue the double membership)
    + and SGFK (Switzerland)

     5.      Financial Report 2003 and budget for 2004 and 2005

     Detailed information on the financial situation was not available because of some miscommunication between the administration in SGGT and the treasurer. Mary-Lou Andriakopoulos will soon send the financial report and the budget to all members by e-mail.

     6.      The future of the network

     Peter Schmid presented Roelf Takens’ proposal to restructure the network as a European chapter of the World Association for Person-Centred and Experiential Psychotherapy and Counselling (WAPCEPC).

    7.      Report on EAP and EAC

     Paulus Wacker described the new developments within EAP and EAC and distributed several documents. There are nearly 3000 holders of the European certificate for psychotherapy by now. The next step will be the accreditation of training institutes in different associations and countries. Counselling as a qualified profession in Europe and the definition of psychotherapy is an important topic now.

     8.      Election of the new Board

     The mandate of the old Board has expired. Paulus Wacker and Peter Schmid could not be re-elected according to the statutes and Berenice Dartevelle did not accept new candidacy because of her other obligations.

    9.      Next General Assembly and Symposium

     It had been accepted that the next GA would be in Portugal as we agreed at the last year, in spite of the fact that APPCPC had no representative present at the meeting. Patrick Kaufmann contacted Joao Hipolito by phone and he confirmed his eagerness to organise the next meeting in Lisbon 30 September – 1 October 2005.

     We should support Eastern-European colleagues to promote their participation in the network. We will establish contacts and invite colleagues for PCE 2006 in Berlin.

     It was decided that we discuss the topic of the relationship between psychotherapy and counselling at the next GA, as it seems to be a hot topic in many countries.

    The Board discussed this question after the GA and decided that we ask each member association to prepare and distribute the following papers before the next meeting, in order to improve the efficiency of our discussion:

    ·        a statement on the relationship between psychotherapy and counselling in your country

    ·        an updated statement on the Association (members, etc.)

    ·        law on psychotherapy and counselling in your country.

    2. GA Minutes of 2004 : The minutes of the General Assembly 2004 have been accepted unanimously.

    3. The following new members have been accepted this year : IFIF (French speaking focusing institute), Greece.  Rumania and Spain are present and apply for membership. AFP-ACP in France represents now the former French training institutes as an umbrella organisation. PCAI-F, member of AFP-ACP, will remain member as they are foundation member.
